Call to Order:
Meeting convened at 10:00 a.m. with Chair Kuramoto presiding.

Consideration of Minutes:
Commissioner Gabrio moved to approve the minutes of the December 15, 2010 meeting.  Motion seconded by Commissioner Robb.  Motion carried.  (Olbrich-abstained)

New Business:
Legislation Update
CSC-01 clarifies Act 211, which recodified the law, by making technical changes and minor substantive changes to provide transparency.

CSC-02 changes reporting deadlines and adds another report to be filed by candidates and noncandidate committees.

CSC-03 prohibits candidates from using contributions to pursue nomination or election to another state or county office without the contributor’s written consent.

Executive Director Izumi-Nitao met with Speaker Calvin Say and Judiciary Chair Clayton Hee regarding the draft bills and they will be transmitted to the House Speaker and Senate President for introduction in the upcoming legislative session.  Copies of the bills willl be transmitted to the Comptroller Bruce Coppa.

Attended House Finance and Senate Ways and Means informational budget briefings regarding biennium budget.

Request to Fill General Counsel Position
Request has been signed by the Comptroller and forwarded to Budget & Finance.  Have been making calls to Budget & Finance regarding status of request.

January 2011 Newsletter
Newsletter is complete and staff will be sending out about 1,500 newsletters to candidates, noncandidate committees, and others on the mailing list.

Hawaii Revised Statutes Section Numbers Assigned
Section numbers have been assigned to the alpha sections of Act 211.

Meetings with DAGS Comptroller Bruce Coppa
Division Heads and attached agencies meet once a month with the Comptroller and weekly reports are emailed to the Comptroller if there is information to report.

Vice Chair Olbrich moved to convene executive session to consult with attorney.  Commissioner Robb seconded the motion. Motion carried unanimously.

Public session reconvened at 11:25 a.m.

Scheduled for Wednesday, February 9, 2011.

Chair Kuramoto asked for a motion to adjourn meeting.  Commissioner Gabrio moved to adjourn meeting.  Motion seconded by Commissioner Robb.  Motion carried unanimously.  Meeting adjourned at 11:27 a.m.
