TO:     2022 Ballot Issue Committees

FROM:     Kristin E. Izumi-Nitao, Executive Director
Campaign Spending Commission

SUBJECT:     Important Information and Reminders

The Hawaii Campaign Spending Commission (“Commission”) would like to recognize your participation in the 2022 general election concerning issues on the ballot for the State of Hawaii and/or its counties.  Now that the election is over, we offer the following guidance to assist you in complying with campaign finance laws and rules.

Pursuant to Hawaii Revised Statutes (“HRS”) §11-327, your committee has ninety (90) days after the election (i.e., Monday, February 6, 2023) to terminate your registration with the Commission and return all surplus funds to the contributors or donate the funds to a community service, educational, youth, recreational, charitable, scientific, or literary organization; otherwise, the surplus funds shall escheat to the Hawaii Election Campaign Fund.

To terminate your committee’s registration, you will need to complete and submit a “Request for Termination of Registration” form along with a copy of your committee’s closing bank statement to verify that the account has been closed.  Further, you will need to file a final disclosure report showing that you have no surplus or deficit.  The next reports are:

  • Final Election Period Report (covering October 25, 2022 through November 8, 2022) – due no later than 11:59 p.m. Hawaii standard time on Thursday, December 8, 2022;
  • Supplemental Report (covering November 9, 2022 through December 31, 2022) – due no later than 11:59 p.m. Hawaii standard time on Tuesday, January 31, 2023; and
