Final Primary Report Due August 30, 2024 For Candidates Running in the 2024 Election whose names are on the Primary Election Ballot

The next report due for Candidates Running in the 2024 Election whose names are on the Primary Election Ballot is the Final Primary Report covering the period July 27, 2024 through August 10, 2024.  The Final Primary Report has been added to your reporting schedule in the Candidate Filing System (CFS) and must be electronically filed on this system no later than 11:59 p.m. Hawaiian Standard Time on Friday, August 30, 2024.

The Final Primary Report is not required for candidates whose names will only appear on the 2024 General Election Ballot and candidates who notified the Commission in the Candidate Committee’s Organizational Report that they do not intend to receive contributions and make expenditures that aggregate more than $1,000 in the 2024 election period.  The deadline to file the Organizational Report to notify the Commission of this intent was on July 1, 2024.  Candidate committees that notified the Commission are only required to file the Final Election Period Report in 2024 covering the period January 1, 2024 through November 5, 2024 due on December 5, 2024, but are required to notify the Commission if their status changes so the Commission can add the required reports to their reporting schedule in the CFS.  Candidate committees will be subject to fines for exceeding the $1,000 threshold and not filing required reports.

The fine for not filing the Final Primary Report by the due date, if assessed, shall not exceed $50 per day for the first seven days, beginning with the day after the due date of the report, and shall not exceed $200 per day thereafter; provided that in aggregate, the fine shall not exceed twenty-five per cent of the total amount of contributions or expenditures, whichever is greater, for the period covered by the report; and the minimum fine for a report filed more than four days after the due date, if assessed, shall be $200.

Candidates and treasurers of candidate committees are also reminded of their acknowledgment and certification on the “Candidate Committee Electronic Filing Form” that the information on all reports electronically filed online are true, complete, and accurate.  See, Hawaii Revised Statutes §§11-321(c)(1), 11- 331(a), and 11-340(a).
