SUBJECT:     Important Information and Reminders

The Hawaii Campaign Spending Commission (“Commission”) would like to recognize your participation in the 2018 general election concerning issues on the ballot for the State of Hawaii and/or its counties.  Now that the election is over, we offer the following guidance to assist you in complying with campaign finance laws and rules.

Pursuant to Hawaii Revised Statutes (“HRS”) §11-327, your committee has ninety (90) days after the election (i.e., Monday, February 4, 2019) to terminate your registration with the Commission and return all surplus funds to the contributors or donate the funds to a community service, educational, youth, recreational, charitable, scientific, or literary organization; otherwise, the surplus funds shall escheat to the Hawaii Election Campaign Fund.

To terminate your committee’s registration, you will need to complete and submit a “Request for Termination of Registration” form along with a copy of your committee’s closing bank statement to verify that the account has been closed.  Further, you will need to file a final disclosure report showing that you have no surplus or deficit.  The next reports are:

  • Final Election Period Report (covering October 23, 2018 through November 6, 2018) – due no later than 11:59 p.m. Hawaii standard time on Thursday, December 6, 2018;
  • Supplemental Report (covering November 7, 2018 through December 31, 2018) – due no later than 11:59 p.m. Hawaii standard time on Friday, January 31, 2019; and
  • Supplemental Report (covering January 1, 2019 through June 30, 2019) – due no later than 11:59 p.m. Hawaii standard time on Wednesday, July 31, 2019.[1]

[1] We inform you of this report only because we realize that your committee may have activity from January 1, 2019 to January 31, 2019; however, be mindful that by law, you must terminate your registration by February 4, 2019 which requires that you file this report no later than February 4, 2019.
