Information for Banks and Credit Unions

Effective with the 1/4/2019 pay day, State of Hawaii employees will be paid using Automated Clearing House (ACH) transactions, and the State of Hawaii has discontinued batched checks to financial institutions.  Employees may be issued individual paper pay checks, on an exception basis.

Please note that the State of Hawaii does not accept NOCs, as employees are responsible for designating the financial institution and account of their choice.  Financial institutions are requested to return an ACH transactions for incorrect account information to the State of Hawaii and the employee will be informed that a correction is necessary.

What is the Hawaii Information Portal?

The Hawaii Information Portal allows State of Hawaii employees the ability to access and update their payroll information on their own through employee self-service, including their ACH direct deposit information. The Hawaii Information Portal will eventually be comprised of two systems — 1) payroll and 2) time and leave — and more features may be added in the future.

Are retired employees affected by this new system?

No, retirees receive their pension through the State of Hawaii Employees’ Retirement System (ERS). The ERS is completely separate from the State employee payroll system. As a retiree, your direct deposit information does not need to be updated or reentered as a result of the implementation of the new Hawaii Information Portal payroll system.

Does the State of Hawaii do pre-note?

Yes, when employees add or change accounts, the State sends an ACH pre-note.

What Originating Depository Financial Institution (ODFI) will be originating the ACH payroll files?

Wells Fargo. The ACH Company ID for State of Hawaii is 3990303111 and Wells Fargo Routing is 091000019.

Could we receive copies of the screens so we know what the employees will be entering?

Quick reference guides that will include screen shots will be posted to the For Employees section of this website, prior to training roll-out. Banks and credit unions are welcome to access any materials the State of Hawaii posts on its websites. Additional detailed training tutorials, videos, and other materials that are within our software system will be accessible only to State of Hawaii employees with their secure logon.

If employees don’t sign up and receive a paper check, how will that paper check be delivered?

Checks will be hand-delivered through their supervisor, fiscal officer, or personnel officer depending on office practice.

Will the employees only be able to sign up for one checking or savings account?

There is no limit to the number of ACH direct deposits they can set up. Many employees will be using multiple ACH direct deposit selections.
