An e-mail sent by one member of the Hawaii Community Development Authority (HCDA) to other members included discussions of matters within HCDA’s authority that were anticipated to appear on HCDA’s agenda in the foreseeable future. As such, the e-mail amounted to HCDA discussion of official business in violation of the Sunshine Law’s open meeting requirement.
