Police Department Standards of Conduct

The standards of conduct applicable to police officers employed by the Honolulu Police Department must be made available for public inspection and copying under the UIPA. This record, which sets forth rules of proper conduct to which police officers must adhere, would not be protected from disclosure, since disclosure would not impede the enforcement of the criminal laws or benefit those attempting to violate the law and avoid detection.
