[OIP Op. Ltr. No. 05-03 partially overrules this opinion to the extent that it states or implies that the UIPA’s privacy exception in section 92F-13(1), HRS, either prohibits public disclosure or mandates confidentiality.]

The Hawaii Criminal Justice Commission must not disclose the home addresses and home telephone numbers of persons who attended a safety seminar. Such persons have a significant privacy interest in this information, and its disclosure would shed little, if any, light upon the actions and decisions of government agencies and officials. Accordingly, the public interest in disclosure does not outweigh the individuals’ privacy interest in this information.
