Kauai County Budget Ordinance
A Kauai County Budget ordinance must be available for public inspection and copying notwithstanding the fact that it contained the salaries paid to identified civil service employees. Although the UIPA only requires the availability of the salary ranges of civil service employees, legislative enactments are of their very essence “public records.”
