DLNR Investigative Report on Pacific Whale Foundation
An investigative report compiled by the Department of Land and Natural Resources about the Pacific Whale Foundation could be withheld under the UIPA’s frustration of legitimate government function exception. Disclosure of the report during an ongoing civil or criminal law enforcement proceeding could reasonably be expected to interfere with enforcement proceedings.
