A New Beginning for the EFS Project

About 150 EFS Project team members, change leaders and project partners gathered at the Hawai‘i Convention Center for the EFS Update Meeting on Wednesday, March 13, 2024. Led by Keith A. Regan, Comptroller of the Department of Accounting and General Services (DAGS), the half-day meeting signaled a fresh start for the EFS Project, offering attendees insight into the collaborative efforts to modernize the State’s financial accounting system.
“There is no hiding the fact that the State is dealing with an antiquated financial management system that no longer meets the needs of our organization, but the good news is that there is a light at the end of the tunnel,” Regan assured employees.
Being that the current system is about 55 years old and was built from accounting processes that are now almost a century old, Regan further emphasized the urgency for modernizing the State’s financial accounting system.
“How many of you have software that is 50 years old?” Regan asked attendees. “And how many of you have hardware that is 50 years old?”
Throughout the meeting, attendees listened to critical updates on the EFS Project from various project team members, consultants, and partners such as:
- EFS Project Team: Brian Frey, Enterprise Program Manager and Douglas Murata, Organizational Change Lead
- Spire Hawaii: Rodney Lee, Executive Vice President and Lucas Sayin, Partner
- Transform Hawaii Government: Christine Sakuda, Executive Director
