EFS RFP Evaluation Training Sessions Begin this May

After achieving a major milestone with the release of the request for proposals (RFP) to support the implementation of the new Enterprise Financial System (EFS), the project team has been working with Gartner to host training sessions for subject matter experts (SMEs) and voting members of the evaluation committee in advance of the proposal submission deadline on Thursday, June 12, 2025.

The EFS RFP Evaluation Training Sessions will cover pertinent information about the evaluation process, such as:

  • General timeline of RFP evaluation process activities
  • Roles and responsibilities of SMEs and evaluation committee members
  • Overview of evaluation criteria and scoring methodology
  • Guidelines for maintaining fairness, confidentiality, and compliance with procurement rules

Given the project’s statewide impact and the complexity of the solicitation, participation from SMEs across multiple State departments is essential to selecting a software provider and system integrator that meet Hawaii’s needs.

To ensure broad representation, the project team is actively working with EFS Change Leaders, project partners, and departmental leaders to engage knowledgeable public servants throughout the RFP evaluation process.
