EFS Project Enters Evaluation Phase After June 12 Proposal Deadline

The Enterprise Financial System (EFS) Project team marked a major milestone on Thursday, June 12, 2025, with the close of the vendor proposal submission period for the new EFS. Ahead of the proposal submission deadline, the project team and Gartner consultants held several training sessions to prepare the scoring committee and subject matter experts (SMEs) on the fundamentals of evaluating proposals fairly and thoroughly.

As of June 12, the EFS team had conducted the following training and outreach efforts:

  • Engaged stakeholders across the executive branch to encourage participation and share their expertise during the evaluation period
  • Conducted a total of 20 trainings with a mix of virtual and in-person sessions
  • Onboarded scoring committee members and over 80 SMEs

Following the submission deadline, the Proposal Evaluation Period will begin with reviewing and scoring vendor proposals, participating in consensus discussions among evaluation teams, and attending in-person demonstrations with shortlisted vendors invited to present their solutions and respond to questions from the scoring committee and SMEs.
