Eliminates the $0.66 monthly surcharge on wireless telephone accounts and terminates the wireless enhanced 911 fund once all moneys in the fund are expended. Effective 7/1/2011.

Requires the independent audit of the Enhanced 911 Fund to be conducted annually rather than biannually. Requires that information on the status of projects undertaken or planned by public safety answering points, and the results of the annual audit, to be included in the Enhanced 911 Board’s annual report to the legislature. Requires the initial annual audit to be conducted in 2011 and its results to be reported to the legislature in 2012.

Directs the disability and communications access board to contract for a telephone-based service to provide access to timely print media. Makes appropriation. Effective 07/01/2050. (SD3) ($) Section 3*(see below). SB893 has verbiage that called for funding for this service as coming from the Enhanced 911 fund.
“Notwithstanding any provision of section 138-3, Hawaii Revised Statutes, to the contrary, there is appropriated out of the wireless enhanced 911 fund, the sum of $80,000 or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for deposit into the disability and communication access board special fund established pursuant to section 348F-7, Hawaii Revised Statutes.”
