Charles “Charlie” Chai brings over a decade of experience in application development, database management, and system modernization to his role as an Application Developer at the Office of Enterprise Technology Services (ETS).
Before joining ETS, Charlie worked as an Application Technical Lead for the Department of Taxation, where he oversaw core tax system updates, developed data
migration processes, created custom reporting tools, and worked with stakeholders and vendors to analyze requirements, implement fixes, and ensure compliance with evolving tax laws.
Prior to his technical leadership roles, Charlie served as an Adjunct Professor at Hawaii Pacific University, where he taught introductory computer science courses, fostering the next generation of technology professionals.
A proud alumnus of Kamehameha Schools, Charlie went on to graduate with honors from Hawaii Pacific University, where he earned a Bachelor of Science in Business Administration with a concentration in Computer Information Systems and a Master of Business Administration with a focus in Information Systems.
