Bills Impacting EFS Project Enacted Into Law

With the support of Governor Josh Green, Hawaii’s legislators, our project partners, and community advocates, the following acts concerning the Enterprise Financial System (EFS) Project were recently passed by the state legislature and signed into law: Act 019Act 140, and Act 230.  

Act 019 (Gov. Msg. No. 1119)

Bill Number & Report TitleHB2069: DAGS; Civil Service; Exemptions; Information Technology Modernization
Measure TitleRelating to the Department of Accounting and General Services
StatusEnacted into law, May 13, 2024.
DescriptionPermits the Department of Accounting and General Services to employ certain persons within the Comptroller’s Office who are exempt from state laws governing civil service and collective bargaining for certain purposes, as part of the State’s information technology modernization efforts. 
Significance to EFS ProjectAct 019 allows DAGS to hire employees dedicated solely to supporting IT and modernization initiatives. This enables DAGS to employ candidates with the unique skills needed for specialized projects like the EFS Project and to provide essential internal staffing for ongoing support.

Act 140 (Gov. Msg. No. 1241)

Bill Number & Report TitleSB2516: Governor; Department of Accounting and General Services; Office of Enterprise Technology Services; CIO; Comptroller
Measure TitleRelating to the Department of Accounting and General Services
StatusEnacted into law, July 1, 2024.
DescriptionClarifies that centralized computer information management and processing services shall be provided through the State Chief Information Officer (CIO). Specifies that the CIO shall be appointed by the Governor and report to the State Comptroller.
Significance to EFS ProjectAct 140 revises DAGS’ reporting structure, granting the Comptroller direct oversight of the Office of Enterprise Technology Services (ETS) and the EFS Project. Under the new reporting structure, the CIO will now report directly to the Comptroller while serving as the administrator of ETS and the newest executive sponsor for the EFS Project.

Act 230 (Gov. Msg. No. 1335)

Measure TitleRelating to the State Budget
StatusEnacted into law, July 9, 2024.
DescriptionAdjusts and requests appropriations for the fiscal biennium 2023-2025 funding requirements for operations and capital improvement projects of Executive Branch agencies and programs.
Significance to EFS ProjectDuring the legislative session, executive branch departments had the opportunity to submit additional funding requests for operations and capital improvements for the 2023-2025 biennium. The enactment of HB1800 into law (Act 230) was critical in securing the $31 million in partial funding to support the EFS Project.
