Campaign Spending Commission Meeting

April 8, 2009
10:00 a.m.

Members Present:
Paul Kuramoto, Steven Olbrich, Gino Gabrio, Dean Robb, Michael Weaver

Staff Present:
Barbara Wong, Tony Baldomero, Grant Tanimoto, Ellen Kojima

Call to Order:
Meeting convened at 10:00 a.m. with Chair Kuramoto presiding.

Chair Kuramoto requested a motion to amend the agenda to add an executive session to consult with counsel regarding pending litigation.

Commissioner Robb moved to amend the agenda to add an executive session.  Motion seconded by Commissioner Weaver.  Motion carried unanimously.

Public session reconvened – 10:10 a.m.

Consideration of Minutes:
Commissioner Robb moved to approve the minutes of the March 11, 2009 meeting.  Motion seconded by Commissioner Gabrio.  Motion carried unanimously.

New Business:
Legislation Update
HB 215  –  The Recodification bill was recommitted to the House Finance committee. The bill was not passed by the House.  After meetings with the caucuses of both chambers and other legislators, the recodification was inserted into HB 128 which is scheduled for a hearing on April 9.

HB 345  –  Delays the start of the pilot project for comprehensive public funding of Hawaii county council elections.  The bill was passed by the House but the Senate Judiciary Committee did not hold a hearing on it.  It appears to be dead.

SB 884 – Regards non-general funds. This bill would transfer Hawaii election campaign trust fund interest to the general fund. Commission staff testified against the transfer, saying that the commission has a fiduciary duty toward the fund.  The Legislature is also considering taking $1 million from the Hawaii election campaign trust fund.

Continuity of Operations Plan (COOP)
The Comptroller revived the continuity of operations planning.  We completed the first phase of our planning and met with COOP coordinator Dick Shimomura.

No further business to discuss.  Commissioner Robb moved to adjourn the meeting.  Motion seconded by Commissioner Weaver.  Motion carried unanimously.
